The PSE mark stands for "Product Safety Electric Appliance and Materials" and is a conformity mark mandated under Japan’s Electrical Appliance and Material Safety Law (Denan Law). It must be displayed on certain electrical products sold, manufactured, or imported in Japan.
This law aims to prevent accidents like electric shocks and fires, ensuring user safety. The PSE mark certifies compliance with safety standards. If a product is distributed without undergoing proper inspections or meeting technical standards, administrative actions such as sales suspension or product recall may be imposed.

2. Applicable Products and Types of PSE Marks
Not all electrical products require a PSE mark. Under the Denan Law, products are divided into two categories, each with its respective mark:
- Specified Electrical Appliances (High-risk Items)
This category includes 91 relatively hazardous items such as electric heaters, hair dryers, and power cords. These require the -diamond-shaped PSE mark-. Products must undergo testing and certification by a third-party organization registered with the government before manufacturing or import.
- Non-specified Electrical Appliances (General Items)
Examples include LED lighting equipment, PC adapters, and extension cords. These require the -round-shaped PSE mark-. Conformity must be verified through self-testing, and technical documentation must be retained.

3. Practical Steps to Obtain the PSE Mark
To obtain the PSE mark, follow these steps:
1. Check Product Classification
Confirm if the product falls under specified electrical appliances. The list is available on the METI website.
2. Testing and Evaluation
For specified products, a third-party conformity test is required. For general products, self-testing and documentation of compliance are necessary.
3. Notification and Record-Keeping
Manufacturers or importers must record specifications and test results and retain these for at least three years.
4. Mark Labeling
The appropriate PSE mark and the business operator’s name must be displayed on the product or its packaging.

4. Risks and Countermeasures for Non-compliance
Selling products without the PSE mark may lead to penalties such as sales bans, fines, or administrative guidance. Imported goods may face customs delays, confiscation, or return if required documents are missing or insufficient.
Companies should stay updated on legal changes or technical standard revisions by regularly checking official announcements from METI to ensure compliance.
